For all the fanfare around Earth Day, the tighter emissions reductions pledged by the world’s biggest polluters would make only a small dent in the soaring trajectory of the earth’s greenhouse gas inventory. The promises also lack firm actions required to achieve them, which is where progress tends to get bogged down.
